舞台は文明崩壊後の北アメリカに位置する国家パネム。この国では首都キャピトルを囲む12の各地区から選出された男女一人ずつ24人がテレビ中継される中で最後の1人になるまで殺し合う「ハンガー・ゲーム」が毎年催される。

カットニスとピータは第74回「ハンガー・ゲーム」を生き残ったが、ゲーム終盤の2人の行動は人々に大きな影響を与えた・・・
